Something is quite obvious. If Rodriguez Larreta belonged to the same political party as the President, Fernández wouldn’t have transferred federal-revenue sharing percentages by decree, as he has done. Once again. while the City Mayor encourages dialogue, the president (and his Vice) fuels conflict. Moreover, he (both) seems to enjoy it.  Capulets versus Montagues, the same old story.  “Divide and rule”, said Niccolo Machiavelli in “The Art of War”. That’s their strategy, their methodology.  It’s an arm wrestle, an endless and hopeless tug of war, in which everyone loses, in the long run. You rob (or unclothe) Peter to pay (or clothe) Paul. We should get used to this arbitrary, unconstitutional and whimsical “modus operandi”, which seems to be the road taken by the current administration, as opposed to Robert Frost’s “not taken” one. It’s what it is. Sigh …
